“Net Neutrality” is the idea that network should be indifferent for any user or application or the contention about the unequal uses of network and pay for facility. Today, it is a big controversial topic in the United States, Korea, and Japan.
The argument began when companies which supplied the Internet services, for example, Google and Yahoo, started action to establish the neutrality of network in the United State in 2005. It is because, for instance, some companies that furnish various services in the Internet can be discriminated by providers, and if when providers furnish their animation services, they precede theirs, other companies that furnish similar services will be damaged.
However, there is an opposite opinion. It is that if companies furnishing services gain with the Internet infrastructure, they should pay suitable money.
In Japan, the Ministry of Public Management started to discuss the topic in October 2006 and held the first meeting about net neutrality on November 15th 2006.
